National Detection and Patrol Canine Association

Article I – Name

The name of this organization shall be the National Detection and Patrol Canine Association (NDPCA).

Article II – Purpose and Mission

The purpose of the Association is to:

  1. Promote professional standards for detection and patrol canine teams.
  2. Support training, certification, and continuing education of canine handlers and trainers.
  3. Encourage the humane treatment, training, and care of working dogs.
  4. Provide networking, resources, and professional development for members.
  5. Support law enforcement, military, security, and professional canine programs.
  6. Promote public safety through the responsible deployment of detection and patrol canines.

Article III – Membership

Section 1 – Eligibility

Membership shall be open to individuals or organizations involved or interested in detection and patrol canine operations including:

  • Law enforcement canine handlers
  • Military working dog handlers
  • Professional canine trainers
  • Security canine handlers
  • Veterinary professionals
  • Supporters of professional canine work

Section 2 – Membership Categories

Membership may include:

  • Active Member – Certified or working canine handlers or trainers.
  • Associate Member – Individuals interested in supporting the association.
  • K9 Unit Member – Agencies or departments with canine teams.
  • Honorary Member – Individuals recognized for outstanding service.
  • Lifetime Member – Members granted lifetime status by the board.

Section 3 – Rights of Members

Active members in good standing shall have the right to:

  • Vote in association elections
  • Hold office
  • Participate in association programs

Section 4 – Membership Dues

Annual dues shall be determined by the Board of Directors. Which are currently $45.00 a year, due by the January 31st, each year

Section 5 – Termination of Membership

Membership may be suspended or revoked for:

  • Failure to pay dues
  • Conduct detrimental to the association
  • Violations of ethical standards

Termination requires a majority vote of the Board of Directors.

Article IV – Board of Directors

Section 1 – Authority

The Board of Directors shall govern the affairs of the Association.

Section 2 – Composition

The Board shall consist of:

  • President
  • Vice President
  • Secretary
  • Treasurer
  • Three (3) Directors at Large

Section 3 – Duties

The Board shall:

  • Establish policies and procedures
  • Approve budgets and expenditures
  • Oversee membership and certification programs
  • Ensure the organization operates according to its mission

Section 4 – Terms

Board members shall serve four (4) year terms and may be re-elected.

Article V – Officers

Section 1 – President

The President shall:

  • Serve as chief executive officer of the Association
  • Preside over meetings
  • Represent the Association publicly
  • Appoint committees

Section 2 – Vice President

The Vice President shall:

  • Assist the President
  • Assume duties of the President in their absence

Section 3 – Secretary

The Secretary shall:

  • Maintain meeting minutes
  • Keep official records of the Association
  • Manage official correspondence

Section 4 – Treasurer

The Treasurer shall:

  • Maintain financial records
  • Collect dues
  • Provide financial reports to the Board

Article VI – Meetings

Section 1 – Annual Meeting

The Association shall hold an annual meeting for members to review activities, conduct elections, and discuss organizational matters.

Section 2 – Board Meetings

The Board of Directors shall meet at least twice per year.

Section 3 – Quorum

A quorum shall consist of a majority of the Board of Directors.

Article VII – Committees

The Association may establish committees including:

  • Training and Certification Committee
  • Membership Committee
  • Ethics and Standards Committee
  • Events and Conferences Committee

Committees shall operate under the supervision of the Board.

Article VIII – Ethics and Professional Standards

Members shall:

  • Maintain professional conduct
  • Follow humane canine training practices
  • Represent the association with integrity
  • Comply with all applicable laws and regulations

Violation of ethical standards may result in disciplinary action.

Article IX – Finances

  1. The fiscal year shall be determined by the Board of Directors.
  2. All funds shall be used to further the mission of the Association.
  3. Financial records shall be maintained and available for review by the Board.

Article X – Amendments

These bylaws may be amended by:

  • A two-thirds vote of the Board of Directors, or
  • A two-thirds vote of voting members present at an annual meeting.

Article XI – Dissolution

Upon dissolution of the Association, all assets shall be distributed to a nonprofit organization that supports working canine programs or public safety.
